Toll Payer Advocate resources

E-ZPass New York and Tolls by Mail New York are operated under the auspices of multiple tolling agencies including MTA Bridges and Tunnels (MTAB&T), the Port Authority of New York and New Jersey (PANYNJ), the New York State Thruway Authority (NYSTA), and the New York State Bridge Authority (NYSBA).

In 2019, MTAB&T, PANYNJ, and NYSTA each established an independent Toll Payer Advocate Office committed to helping customers with toll related issues they could not otherwise resolve through the NY E-ZPass Customer Service Center or Tolls by Mail Customer Service Center.

Before contacting the Toll Payer Advocate Office, you must first contact one of the below resources to attempt resolution:

If you have received a Notice of Vehicle Registration Suspension from the New York State Department of Motor Vehicles, contact the number provided on the notice.

  • Toll payments and E-ZPass account management are functions of NY E-ZPass; the Toll Payer Advocates do not support these services.
  • Failure to pay tolls may result in fees assessed per toll.
  • The registered owner of the vehicle is responsible for tolls and violations incurred.

Toll Payer Advocate (TPA) services

  • Provide free and independent toll investigations.
  • Recommend administrative reforms.
  • Provide resources and education related to tolling.

When to request TPA assistance after contacting Customer Service Center

You must first contact and work with the E-ZPass and Tolls by Mail Customer Service Center before contacting the TPA. The Customer Service Center is equipped to help you and will work with you to resolve your issue. If you have been unsuccessful resolving your tolling related issue using the Customer Service Center, the TPA may be able to assist you.

How to request TPA assistance

  1. Identify the tolling agency by reviewing your notice or using the agency list below.
  2. Click on the appropriate authority’s TPA link below to submit a request.
  3. You will need to provide detailed documentation of your issue and how you have tried to resolve this matter with the Customer Service Center.
