The Metropolitan Transportation Authority (“MTA”), on behalf of itself and its subsidiaries, will hold a public hearing pursuant to Article 2 of the New York State Eminent Domain Procedure Law (“EDPL”) on the proposed acquisition of permanent & temporary property interests in properties in the Borough of Queens for the Jamaica Capacity Improvement Project (“Project”). The hearing will review the public uses, benefits, purposes, and location of the Project, the impact the Project may have on the environment and residents of the area and will give the public an opportunity to comment on the Project and the proposed Property acquisition.
Description of the Project
The Jamaica Capacity Improvement Project represents MTA’s plan for the future of railroad operations through Long Island Rail Road’s (“LIRR”) Jamaica Station. The objectives for Phase 2 of the Project include raising maximum allowable train speeds, increasing train throughput, adding parallel routing capabilities, implementing universal 12-car platform capacity as well as state-of-good repair work through Jamaica Station. The Project includes the installation and upgrade of power systems, signals, and switches both east and west of Jamaica Station. In particular, the signal work includes the installation of multiple signal equipment platforms adjacent to the existing right-of-way. This public hearing includes property interests needed for the Project.

You may present verbal testimony or submit written statements in lieu of or to supplement oral testimony concerning the proposed project. Written comments will be accepted online with this link.

Any property owner or other interested party who may wish to challenge the proposed property taking via judicial review may do so only on the basis of issues, facts, and objections raised at the EDPL public hearing.
