ODEP is available to organizational entities that operate vehicles transporting people with disabilities, such as paratransit and ambulette vehicles, schools or special education facilities.
Eligibility and credentials
Access-A-Ride vehicles must provide their contract number with NYCT’s AAR Program.
Paratransit and ambulettes registered in New York State must provide NYSDOT Common Carrier Certificate/Permit. Those registered in other states must provide supporting documentation.
Schools, special educational facilities and other entities must provide details regarding the types of service provided, and supporting documents from the state authorizing the organization to provide services to people with disabilities.
Enrollment in ODEP requires that the designated vehicles have a valid E-ZPass NY Business account. Vehicle owners without an E-ZPass account can apply for one as part of their application for ODEP.
How to apply
The ODEP application is available on the E-ZPass New York website. Follow these steps:
- Download a PDF of the application package from the E-ZPass site.
- Fill out the applicable sections of the application, and upload it on the E-ZPass website.
- Upload the required documentation.
Applicants will receive a formal decision notice once their application is processed. If the application is denied, the decision notice will provide information on how to appeal.
